I was born in 1967 in San Pablo, California and lived in various cities throughout northern California and western Nevada.

My siblings and I were adopted by my parents, Blaine and Shirley Downs in 1978 and we moved to Terreton, Idaho where I graduated from West Jefferson High School in 1985.

The summer after graduating high school I worked for the United States Bureau of Land Management as a fire technician. The following spring I joined the United States Air Force (USAF) and married my high school sweetheart. During my career in the USAF we had three children.

We were stationed in Great Falls, Montana, Hahn, Germany, Rapid City, South Dakota and I spent time without my family while deployed to Central America.

In 1994 I left the Air Force and went to work for the State of Idaho as a Corrections Officer at Idaho Southern Correctional Institute (ISCI) in Boise. While employed at ISCI I worked a second job as the Assistant Manager of the west side Carryout/Delivery Pizza Hut. Later that year I was hired by the City of Idaho Falls as a police officer and my family and I moved to Idaho Falls.

During my current career with the Idaho Falls Police Department (IFPD) I joined the United States Air Force Reserve (USAFR) to finish my Associate of Applied Science Security Administration degree through the Community College of the Air Force and that led me to complete a Bachelor of Science Human Resources Training and Development degree through Idaho State University.

While employed with IFPD (19years) I’ve been honored to serve as a Field Training Officer, Firearms Instructor and SWAT Operator. During this same time I managed to run a small business on the side, raise three children, get activated by the USAF during Operation Iraqi Freedom, struggle through a divorce and retire after 21 years of combined service from the USAF and USAFR as the Non-Commissioned Officer In Charge of Hill Air Force Base’s Security Forces active duty training section.

I’ve worked long and hard to support myself and those around me. I am fiercely loyal to and support those entrusted to my care. If I am elected, I would consider it an honor that the citizens of Idaho Falls have chosen to entrust me with their care and that of our great city.
